Training Budget and Corporate L&D in 2026: What Actually Works

Aggregating 2026 data from ATD, LinkedIn Learning, Josh Bersin and our own corporate delivery, the median mid-market and enterprise organisation spends USD 1,050 to 1,400 per employee per year on L&D. Technology, professional services, banking and pharma sit at USD 1,400 to 2,200. Manufacturing, retail and hospitality sit at USD 400 to 900.

Split by category: 55 to 65 percent goes to role-based skill and certification programmes, 20 to 25 percent to leadership development, 10 to 15 percent to compliance and onboarding, and 5 to 10 percent to platforms and tooling. Organisations investing under USD 500 per employee usually get compliance and onboarding but almost no skill uplift.

What good looks like in 2026 for a mid-size enterprise.

Buy accredited certification programmes (PMP, PRINCE2, ITIL, Six Sigma, AWS, Azure, CISSP, CSM) - you cannot build these credibly, and accreditation bodies require authorised partners anyway. Buy leadership content from a recognised provider (Center for Creative Leadership, INSEAD, Harvard ManageMentor) and customise the case studies.

Build internal onboarding, product-specific training, and proprietary process training. This is where you own the IP and where external vendors do not know your context. Everything else is a build-vs-buy calculation based on audience size, refresh cadence and internal capability. Rule of thumb: if fewer than 200 learners per year need it or it changes less than annually, buy.

Cohort programmes (live instructor, 4 to 8 week duration, peer learning, assignments) deliver behaviour change. Completion rates run 85 to 95 percent, and Level 3 on-the-job application is 3 to 4x higher than equivalent self-paced content. Cost per learner: USD 800 to 4,500 for accredited certification cohorts.

Self-paced content (LinkedIn Learning, Coursera, Pluralsight, internal LXP) is for reference, refresh and long-tail skills. Completion rates run 8 to 22 percent industry-average without active nudging. Cost per learner: USD 30 to 120 per year on a subscription. Use it for breadth, not for capability build.

LMS (Cornerstone, Workday Learning, SAP SuccessFactors, Docebo) is your system of record: enrolments, compliance tracking, certifications, reporting to audit and regulators. Every regulated organisation needs one. LXP (Degreed, EdCast now Microsoft Viva Learning, 360Learning) is the learner-facing experience: search, recommendations, playlists, skill graphs.

In 2026 the boundary is blurring - modern LMSs (Docebo, Learn Amp) ship LXP-style discovery, and LXPs are adding compliance modules. Small and mid-market organisations should pick one modern platform. Large enterprises typically run LMS as the compliance backbone and LXP as the learner front door.

Kirkpatrick Level 1 (reaction) and Level 2 (learning) are easy and near-worthless to finance. Level 3 (behaviour change on the job) and Level 4 (business outcome) are what CFOs sign off future budget on. For every programme with a budget over USD 50,000, commit to at least one Level 3 measure with a manager-attested pre and post baseline.

For certification programmes: pass rate is the operational KPI, but the business KPI is time-to-productivity change, retention delta, or attach-rate to a strategic project. For leadership programmes: 360-degree feedback delta at 6 months. For compliance: incident rate delta year-over-year.

One, buying seat licences for content nobody consumes. Audit your top 10 subscriptions annually and cut anything under 15 percent active-use rate. Two, running Kirkpatrick Level 1 as your only measure. It looks like measurement but it does not defend a budget. Three, treating L&D as a cost centre without linking to business KPIs. Publish an annual L&D impact report tied to hiring, retention, certification, and named strategic projects.

Start with headcount times USD 1,000 as your baseline. Adjust up for tech, pharma, banking, professional services. Adjust down for retail, manufacturing, hospitality. Split 60 percent skill and certification, 25 percent leadership, 15 percent compliance and onboarding. Ring-fence 3 to 5 percent for tooling. Everything else is prioritised by manager demand plus workforce plan gap analysis.
