Project Resource Management: A 2026 Practitioner Guide

Resource Management covers everything from a signed team charter to a delivered piece of equipment. On the people side it includes acquisition (hiring or matrix pull), development (training, coaching, team building) and management (conflict, performance, virtual teams). On the physical side it includes procurement of materials, equipment and facilities, plus the tracking of what is consumed vs what is on hand.

PMBOK 7 collapsed the older process view into a Delivery performance domain, but the underlying six PMBOK 6 processes are still the cleanest mental model for exam prep and day-to-day work.

Even under PMBOK 7's performance domain framing, the six processes below are the tasks a PM actually does. The PMP exam still tests the concepts under the People domain.

Resource levelling adjusts the schedule so that no resource is over-allocated, even if that pushes the finish date. Resource smoothing keeps the finish date intact and only moves activities inside their free float. In 2026 tooling (MS Project, Primavera, Smartsheet Advance) automates both, but a PM still owns the trade-off decision. Levelling protects people, smoothing protects the promised date, and most real projects do a bit of both.

RACI (Responsible, Accountable, Consulted, Informed) remains the fastest way to end ownership arguments. The 2026 evolution is RASCI, which adds Support and captures the reality of platform, DevOps and shared services teams that enable but do not own outcomes. Draw the matrix once, get it signed off at kickoff, and revisit it at every major stage gate. Skipping RACI is the number one cause of the escalations you did not want.

Score your project or PMO against this five-point checklist. One, every project has a resource management plan and a team charter signed at kickoff. Two, a Resource Breakdown Structure exists and is kept current. Three, a rolling capacity view (12 weeks) is visible to functional managers and the PMO. Four, resource conflicts have a defined escalation path with a named owner and an SLA. Five, resource-related lessons learned feed into the next project's plan. Most PMOs score two or three out of five. Moving from three to five typically improves on-time delivery by 15 to 20 percent in our benchmark, because the second-order costs of resource conflict (rework, context switching, missed dependencies) fall sharply once the plan and the escalation path are both real.
